NATIONALLY THE AVERAGE "R VALUE" OF INSULATION HAS BEEN REDUCED BY OVER 40% IN LOW SLOPE ROOFING DUE TO MOISTURE INFILTRATION. ALMOST TWICE THE BTU WASTE OCCURS IN THE SOUTH AS COMPARED TO THE NORTH DUE TO MOISTURE.


MOISTURE ACCUMULATION CAUSES DEPRECIATION OF BUILDING ASSETS THROUGH ACCELERATED MEMBRANE FAILURE AND STRUCTURAL DECAY. ACCUMULATED WATER ALSO TENDS TO INCREASE THE OPERATING COSTS BY DEGRADING THE EFFICIENCY OF THE THERMAL INSULATION.


95% OF THE ROOFING MATERIAL IS DRY WHEN REMOVED AND NOT IN NEED OF BEING REPLACED. THE COST TO DISPOSE OF THIS MATERIAL IS ENORMOUS AND RECOVERABLE.

ALL NEW ROOFING SHALL REQUIRE ACCEPTABLE ROOF SCANS TO ENSURE SATISFACTORY COMPLIANCE WITH SPECIFICATIONS.


REROOFING: THE APPLICATION OF NEW ROOF MATERIALS OVER AN EXISTING ROOF WILL NOT BE PERMITTED UNTIL SCANS OF THAT ROOF HAVE BEEN COMPLETED AND ALL WET AREAS DETECTED HAVE BEEN REMOVED. AFTER THE NEW ROOF IS INSTALLED, ROOF SCANS ARE TO BE MADE TO RECORD THE CONDITION OF THE NEW ROOF AND COMPLIANCE WITH SPECIFICATIONS.


AS THE COST OF THIS SERVICE HAS DROPPED BELOW 3 CENTS PER SQUARE FOOT, ANNUAL INSPECTIONS ARE JUSTIFIED. THIS INSURES A FOLLOW-UP ON ALL ROOF WORK AS WELL AS MONITOR THE RATE OF EXPANSION OF PREVIOUSLY INDENTIFIED BUT UNREPAIRED PROBLEMS.
